Subject of decisionProvision of consent to the Adult Education Functions Order 2018, which delegates use of some central government budgets relating to adult education functions to the Tees Valley Combined Authority.
Text of decisionIn accordance with the authority delegated by the Executive at its meeting on 28 February 2018, and after consultation with the Mayor, I hereby consent to the laying of the above Order before Parliament.
Reason for decisionDevolution will enable greater control of the budget to:
a. Implement simpler commissioning processes for providers, thus enabling more funding to be directed to learning programmes
b. Implement payment models directly related to outcome achievement, including jobs
c. Enable more flexible approaches to funding awards, including lengthening the contract period
d. Introduce more flexible eligibility criteria for learners
e. Create a skills funding system that rewards progression in learning
f. Directly align adult (post 19) education to post 16 learning route ways that will improve transition and progression for young people.
Other options considered (if any)The option to not consent was considered, which would preserve the status quo; however, this would not deliver the benefits outlined above.
