State the Delegated Authority that you are relying on in order to make the decisionRecommendation B - Executive Report 20th February 2018 – “delegated authority is granted to the Executive Director for Growth & Place, in conjunction with Executive Member for Economic Development and Infrastructure, to allow amends to the Statement of Intent in line with Government Policy.”
Subject of decisionOn the 20th February 2018, the Executive approved Middlesbrough’s Energy Company Obligation Flexibility Statement of Intent. The Statement of Intent allows the Council to identify households that would benefit from energy efficiency improvements.
In partnership with Middlesbrough Affordable Warmth Partnership, assisted by the Statement of Intent, we have been able to attracted £834,646 private sector investment providing energy efficiency improvements to fuel poor households in Middlesbrough. This equates to over £7.9million saved in life time energy costs.
Text of decisionFollowing feedback from Business, Energy and Industrial Strategy, the Government department for the ECO scheme, Officers have reviewed the Statement of Intent. Advice was provided to steer away from an area based approach aimed at tackling fuel poverty. This has been taken on board and Council have chosen to remove 10 out of the 12 wards previously identified as eligible for assistance. The proposal is to keep Newport and North Ormesby within the Statement in recognition to the Councils Strategic Interventions in these areas. The Council propose to use the area based approach as a last resort for those household who don’t meet the Governments eligibility criteria, or the superseding eligibility routes outlined within the reviewed Statement.
It is believed that anyone living in fuel poverty within those wards removed as eligible through the area based approach will still be eligible through the new Route 1 to 4.
It is requested that delegated authority is granted to make the amendments to the Statement of Intent as outlined above.
