A formal notice had been issued to all concerned of a meeting of the Constitution and Members’ Development Committee to be held on 13 April 2023. At the appointed time of 3.00 pm the following Councillors were present:

·         Councillor John Hobson (Chair)

·         Councillor Chris Hobson

Part 3, Paragraph 16, of the Council’s Constitution stated that the quorum at a meeting of a Council Committee or Sub Committee would be the greater of three or one quarter of the whole of the membership. If at the start of the meeting there was not a quorum present and, if after a period of five minutes there was still not a quorum, the meeting would be abandoned.

The business would be considered at the next ordinary meeting of the Committee, or at an Extraordinary meeting convened for that purpose. As three Members were required to achieve a quorum, the Chair declared that there was not a quorum present, and adjourned the meeting, with the remaining business to be considered at a future meeting
